Rules Change

The Wholesale Electricity Spot Market (WESM) Rules establishes the fundamental rules, requirements and processes that govern the operation of the Philippine WESM, while the Retail Rules provide the rules for the integration of retail competition in the WESM.

The specific procedures, systems and protocols for the implementation of the WESM Rules and Retail Rules are specified in various WESM Manuals and Retail Manuals.

Proposals for amendments to these Market Rules and Manuals may be submitted to the Rules Change Committee (RCC) by any WESM Member, the Market Operator, the PEM Board or its Committees, any government agency, or any other interested party affected by the operations of the WESM.

The RCC provides assistance to the Philippine Electricity Market Board of Directors (PEM Board) and the Department of Energy (DOE) in the formulation and amendment of the WESM Rules, Retail Rules and Market Manuals.

All proposals undergo the rules change procedures in accordance with Chapter 8 of the WESM Rules and the WESM Manual of Procedures for Changes to the WESM Rules, Retail Rules and Market Manuals.
