The Philippine Electricity Market Corporation (PEMC), in performing its mandate as the Governance Arm of the WESM, shall be overseeing a comprehensive assessment of the implementation of the Enhanced Market Design and Operations (EWDO) which commenced on 26 June 2021. We consider this general evaluation an important undertaking to determine whether the issues that afflicted the WESM since its launch in 2006 were duly addressed through the implementation of the EWDO, and if further modifications on market processes or design is in order. Such market design modifications include the possible implementation of a day-ahead market, which was recommended by the WESM Technical Committee to enable more transparency and certainty in the WESM.

This project, named the Market Design and Operations Review (MDOR), will have two (2) study components:

1. Enhanced WESM Design and Operations Implementation Review; and
2. Feasibility Study on the Implementation of Day-ahead Market.

PEMC is currently at the preparatory stages for engaging an Independent Consultant to perform the assessment by First Semester 2024 and to this end, has drafted a Terms of Reference (TOR) for the conduct of the project. We thus invite all WESM Members to provide inputs and comments to the enclosed draft TOR as we consider your insights valuable for making this important undertaking, the evaluation of the design of our electricity market, fair and thorough.
