Following the Department of Energy’s (DOE) issuance of the Department Circular No.  DC2023-05-0014 Revised Rules and Guidelines Governing the Operationalization of the Renewable Portfolio Standards for Off-Grid Areas, PEMC, as the interim Renewable Energy Registrar (RER), officially calls for the REM Participant Registration for Off-Grid Participants on 01 December 2023. 

Pursuant to Rule 4 of the subject Circular, the following entities in off-grid areas are required to comply with their Minimum Annual RE Generation RPS Off-Grid Requirements and register in the REM:

1. Generation Companies including NPC-SPUG, NPPs and Micro-Grid System Service Providers
2. Distribution Utilities and Local Government Unit/s (LGU/s) operating electric system/s in off-grid areas

Kindly visit the Download Center at www.wesm.ph for the list of requirements and submit the applicable documentary requirements. The RER will coordinate with you for the processing of your application in the REM. Please submit your REM membership applications to the following:
