Start of Participant Registration for the Renewable Energy Market

Following the Department of Energy's (DOE) issuance of the Department Circular No. DC2019-12-0016 Promulgating the Renewable Energy Market (REM) Rules, PEMC, as the designated Renewable Energy Registrar (RER), announces that the official start of the REM Participant Registration is on 27 February 2020.

Pursuant to Clause 2 of the REM Rules, the following entities in Luzon, Visayas, and Mindanao are required to register in the REM:

I. On-Grid Mandated Participants such as:

A. Distribution Utility (DU) serving captive customers, including:

  1. DU- Electric Cooperative (EC)
  2. DU- Private
  3. DU- LGU-owned and controlled
  4. DU- Economic Zone Utility

B. Supplier of Electricity for the Contestable Market

  1. Retail Electricity Supplier (RES)
  2. Local RES
  3. Supplier of Last Resort (SoLR)

C. Generation companies that serve Directly Connected Customers (DCC) registered in the WESM.

II. Generation companies that own eligible RE generation facilities participating in the WESM. For the Mindanao Grid, which is not yet connected to Luzon and Visayas grids, the RE Generation Facilities that are included are those connected to the main grid. REM Generators must belong to one of following technology categories:

  • Biomass;
  • Waste to energy;
  • Wind;
  • Solar;
  • Ocean;
  • Run-of-river hydro;
  • Impounding hydro systems meeting internationally acceptable standards;
  • Geothermal;
  • Hybrid systems as defined in the RE Act; and
  • Other renewable energy technologies that may be officially classified by the DOE.

Meanwhile, the following entities in On-Grid Areas may be registered in the REM by their host DU under the REM Generator category:

  • Net-Metered RE Generation Facilities in On-Grid Systems;
  • Embedded Non-WESM Embedded RE Generators;
  • End-users with RE Generation Facilities for its own use;
  • RE Generation facilities accredited under the Green Energy Option Program (GEOP), with concurrence of the owner of the generating facilities.

Kindly prepare and submit the documentary requirements listed below:

  1. Certified True Copy of the Organization Certificate of Registration/Incorporation and By-Laws issued by the Securities and Exchange Commission (SEC)

  2. Secretary's Certificate/Board Resolution authorizing the:

    1. Designating signatories

    2. Main Contact

    3. REM Compliance Officer*

    4. REM Enforcement Officer*

    5. Dispute Resolution Focal Person*

*May be the same as the representatives for the WESM.

  1. Certification of tax exemption (if applicable)

Privately Owned Distribution Utility/ Electric Cooperative

Certified True Copies or the Original of the following:

  1. Certificate of Public Convenience and Necessity (for DU applicants)

  2. Certificate of Franchise (NEA, legislative)

  3. Net Metering Agreement for Net-Metered RE Generation facilities

  4. Distribution Service Wheeling Agreement for End-users with RE Generation Facilities for its own use

Suppliers

  1. Certified True Copy of Retail Electricity Supplier License issued b the Energy Regulatory Commission (ERC)

REM Generators

 

Certified True Copies or the Original of the following:

  1. Certificate of Compliance

  2. ERC Certification of meter test results; and/or

  3. Test and calibration reports of instrument transformers and meters

  4. Signed Interconnection Agreement with DU (For RE embedded generator)

 

The RER will coordinate with you for the processing of your application in the REM. Please submit your REM membership applications to the following:
