Dear WESM Members,

Please be informed that based on the assessment of the Market Readiness Steering Committee, the PEM Board recommended to the Department of Energy (DOE) the deferment of the commercial operations of: (1) Enhanced WESM Design in Luzon and Visayas, and (2) WESM in Mindanao.

Kindly note that the new Go-Live date is still subject to the approval of the DOE. We wish to emphasize that the commercial operations of the Enhanced WESM Design in Luzon and Visayas and the WESM in Mindanao are contingent to the accomplishment of the following conditions: 

1. Active participation of all Generator Trading Participants (TPs) in the Parallel Operations Program (POP) necessary for the completion of the NGCP-SO Security Assessment and Market Systems Performance Tuning and Reliability Testing;
2. ERC approval of the Price Determination Methodology; and
3. DOE approval of amendments to the Market Rules and Manuals.

Hence, we also encourage the full participation of all Generator TPs in the POP to facilitate the completion of Item 1 of the conditions above and to ensure that your processes and systems are ready for the Go-Live.
