The Rules Change Committee (RCC) is inviting all WESM Members and interested parties to submit comments to the Proposed Revisions to the PEM Board-Approved Amendments to Clarify Bilateral Contracts Accounted for in Settlements (ORCP-WM-20-03A).
The original proposal was submitted to the RCC on 17 February 2020 and intended to eliminate the involuntary sharing of commercially sensitive information by allowing the bilateral contract transactions between the following entities to be accounted for in settlements in the WESM:

On 17 March 2021, the DOE recommended to further revise the proposal to provide clear limitation on the scope relative to the replacement power provision of a generator company to another. The proposal was accordingly revised and is herein being re-posted for comments.
