REM ADVISORY: Extended Deadline of Submission of the Renewable Energy Certificates (RECs) Validation Form

Dear REM Participants:

Please be advised that the RE Registrar has extended the deadline of submission of the Accomplished REC Validation Form until 09 June 2021, 05:00 PM to give REM Participants more time in confirming RECs issued to them for the said period.

Please refer to Table 1 below for the updated REC Validation Schedule for the January 2018 Billing Period:

24 May – 09 June 2021	Validation of issued RECs by Participants
09 June 2021, 5PM	Deadline for submission of Validation Forms via SFTP or email at reregistrar@wesm.ph. Please note that non-submission of the REC Validation Form on the said deadline shall be considered as confirmation of the RECs issued to your company/organization for the subject billing period, per DOE directive.
Within 11 – 16 June 2021	RER will notify participants via email that the RECs issued for the subject billing month are final or if it will be adjusted in the next REC issuance.

Also, please note the following information to further clarify who needs to validate and submit the accomplished REC Validation Form for the issued RECs per compliance mechanism.

FIT RE Generation Allocation	1. Customer Metered Quantity (MQ); 2. FIT-All Payment; 3. FIT-Eligible MQ; and 4. Bilateral Contract Quantities of Generators with Directly Connected Customers	The following REM Mandated Participants with Metered Quantities for January 2018: 1. Distribution Utilities 2. Retail Electricity Suppliers (RES); 3. Local RES; All Generating Companies with Bilateral Contract Quantities with Directly Connected Customers (DCC) in January 2018.
Power Supply Agreement with Eligible RE Facility	1. Eligible RE Facility MQ; and 2. Bilateral Contract Quantities	Participant Counterparties Please note that the issued RECs under PSA with Eligible RE Facility is not necessarily equivalent to Counterparties’ BCQ as reflected in the PREMS’ BCQ Module. The following factors are considered in the REC allocation: 1. Total MQ of the RPS Eligible Facility 2. Total BCQ of the RPS Eligible Facility which requires prorating if the Total BCQ> Total MQ 3. Eligible MQ of the facility for those partially RPS eligible facilities Please refer to sample scenarios (Nos.3-6) in the REC Validation Guide for further clarification.
