WESM COMPLIANCE OFFICERS SUMMIT RETURNS, TOP PERFORMERS RECEIVE AWARDS
The annual gathering of the Wholesale Electricity Spot Market (WESM) Compliance Officers (WCOs) resumed after a one (1)-year hiatus in Mandaue City, Cebu on 24 October 2024 with the theme: Setting the Gold Standard in Market Governance. The WCO Summit brought together hundreds of power industry participants in the country for a whole day event. The top power companies were presented awards for their outstanding compliance work in the spot market.
Department of Energy (DOE) Undersecretary Rowena Cristina L. Guevara was the keynote speaker. She discussed the emergence of the Reserve Market this year and the importance of strict compliance to rules and regulations in the power sector for it to thrive.
“This is a great opportunity to remind our ancillary service providers (ASPs) to adhere to the compliance standards under the recently promulgated Ancillary Services Monitoring (ASM) Manual particularly on the submission of offers, and the timeliness and accuracy of AS provision,” Guevara emphasized.
Philippine Electricity Market Corporation (PEMC) President and WESM Governance Officer Elvin Hayes E. Nidea welcomed the delegates to the event. Nidea acknowledged the difficulties the power industry faced, and the success attained by WESM participants, nonetheless.
“This year has been a challenging one for the industry as we purposefully try to navigate the tough terrain of supply deficits, increasing demands, and regulatory challenges that beset the spot market,” said Nidea.
In her closing remarks, PEMC’s Chief Internal Audit Officer Elaine R. de Guzman-Gonzales expressed her optimism in the continuing growth of the industry with compliance as its bedrock.
“May your success inspire others to continually improve their system and processes to ensure compliance with the market rules and regulations. As competition goes well beyond the market, innovation and improvements are driven by the very basic foundation of trust and compliance,” Gonzales said.
The awarding of winners was based on compliance averages measured in different categories as follows:
